Charter schools may be authorized by:
–cities
–colleges or
–other agencies.
Conflicts over program duplication; local control; proposer qualifications, and closing failing charter occur all of the time. In Florida, 276 charter schools had closed by the end of 2014.
WHO SHOULD AUTHORIZE CHARTERS? Some states want control, but local control is traditional. If districts authorize charter schools, should they empowered to require appropriate standards for opening and closing them? Should charters duplicate programs in area schools or be required to fill unmet community needs?

Pro charter organization issues report on Washington D.C. Education Justice. April 2012. It turns out that the closed schools often reopen with different children, part of gentrification sometimes. This is one of the claims being made by people in the South Ward of Newark, NJ. They think the state is trying to push people out to make way for more expensive, high-rise condos/apartments. The South Ward happens to be close enough to NYC, with good transportation to NYC, to make this a feasible claim.
